Two-term incumbent State Rep. Kim Fawcett has been serving Fairfield and Westport since her election in 2006. She quickly established a reputation as a determined, hard-working and creative leader. In keeping with the issues her constituents said are important to them, Kim has served on the Education, Transportation, Energy, Environment and Appropriations Committees. 

In 2007, Kim was appointed Vice Chair of the Healthcare Cost Containment Committee, a select group of legislators and activists charged with drafting and advancing critical healthcare legislation that would allow small businesses to join the state employee health plan. The legislation was passed by both houses of the Connecticut General Assembly in 2008 and 2009, but was twice vetoed by the Governor.Kim introduced legislation to help fight Lyme Disease

As Co-Chair of the Appropriations Subcommittee on Transportation in 2009, Kim immersed herself in the complexities of the state’s $1.5 billion transportation budget and worked effectively to allocate transportation dollars more efficiently, boost revenue from truck weigh stations and reduce overall spending.

An Independent Voice

Kim ended the highly contentious 2009 legislative session by voting against the final state budget plan approved by majority Democrats. She advocated for deeper spending cuts and a reduction in borrowing to close the budget deficit, while speaking out against steep tax increases that will hurt struggling families and seniors. Kim will continue to fight for fiscal responsibility and government accountability, even when it is difficult or politically unpopular.

Passionate in the Pursuit of Results

Kim also understands the need to build coalitions of support for important projects and policy changes. She is a highly skilled legislator who knows how to cut through red tape, reach out, communicate with key players, and relentlessly follow up until she reaches her goals. For instance:

  • In 2008, Kim drafted and championed legislation that won the Area 2 Cable Advisory Council (of which Fairfield is a member) and all towns in the region the right to operate town-specific local programming on public access television stations. As a result, viewers in Kim’s district can now watch broadcasts of town meetings and other local programming on Channels 78 and 79.
  • A close friend to the Jewish Home for the Elderly, Kim championed legislation through the Connecticut House of Representatives that allows them to build an independent living condominium complex with hundreds of units available for seniors looking to downsize and stay in Fairfield County.

  • Kim brought together a team of legislators and grassroots supporters to help pass the Lyme Disease Doctor Patient Protection Act.
  • Working closely with local advocacy organizations, Kim is helping to generate public conversation on important public health and environmental issues. She has been an outspoken advocate of reducing our use of plastics, regulating bisphenol A (BPA), and limiting other dangerous toxins found in food, consumer products and artificial turf fields.
  • Kim teamed up with Fairfield’s local police, public works officials and arts council to fight for funding in support of projects that have improved public safety (Eagle One Search and Rescue Helicopter), upgraded local roads (State Road 59 Improvement Project), and expanded local arts programming.
